We can surmise that they are working for some sort of evil organization, because they’re working with the government to assassinate the Visionaries.
Although the game doesn’t offer a definitive answer, Colt’s amnesia is just the tip of the iceberg. Colt’s memory is a little fuzzy and he can’t remember who he was working for. He also seems confused about the nature of his mission. I’m not really sure, but I suspect that he’s the leader of a bunch of Visionaries, and he’s trying to hunt down eight Visionaries and kill them.
Im not entirely sure, but I think he’s a part of a team. He’s a leader, but he seems to have a bit of a split personality. I think he’s a bit of a leader because he seems to take charge of things and be a bit of a dictator. However, I also doubt that he’s a dictator because he’s a bit of a leader when he’s not in charge of something.
